Dog owners reading about veterinary reform need two separate pieces of information: what has been decided and when their practice must make a change. A new British Veterinary Association report, announced on 5 October 2026, adds the profession’s account of its involvement in the UK market investigation.

Start with the implementation date

The Competition and Markets Authority’s case record says the final Veterinary Services Market Investigation Order and Royal College of Veterinary Surgeons Undertakings were published on 22 September. Its first phase starts for larger veterinary businesses on 23 December 2026. Other measures follow in stages, and smaller businesses have longer to prepare.

Those dates distinguish a published legal instrument from a service a dog owner can expect today. Check the current official timetable before assuming a particular requirement already applies to your practice.

Keep the profession’s assessment attributed

In its 5 October announcement, BVA says its interventions helped make the final remedies more workable and brought animal welfare and the vet–client–patient relationship into the discussion. That is the association’s assessment of its own advocacy, rather than an independent measurement of outcomes for owners.

The report is useful context for understanding professional concerns. It does not establish that a particular consultation, medicine or operation has become cheaper.

What this means for a care conversation

The CMA describes forthcoming changes around basic service prices and breakdowns of pet-care plans, with written estimates for higher-cost treatment among later measures. For now, owners can ask their practice to explain the proposed care, the likely cost and what an estimate includes. A comparison needs comparable services and an understanding of the individual dog’s needs.
